Associate Professor with aggregation at the NOVA School of Law of the NOVA University of Lisbon. Graduated (2002), PhD (2009) and Aggregate (2021) in Law from Nova School of Law. He was deputy director of Nova School of Law (2018-2021), professor at the Higher Institute of Social and Political Sciences of the University of Lisbon and at the Law Department of the Universidade Autónoma, as well as legal advisor at the Diplomatic Institute of the Ministry of Foreign Affairs and at the Secretariat of State of the Council of Ministers' Presidency. He is a member of CEDIS - Centre for R&D on Law and Society, the Portuguese Society of International Law and the Portuguese Association of European Law. He coordinates the Data Protection and Portuguese Legislation Observatories and the Compliance Lab.
